On February 10, 2023, the Lviv University of Applied Sciences, the German non-governmental organization “German Association of People’s Universities” in Ukraine and the Public Union “Ukrainian Association of Adult Education” signed a Tripartite Memorandum on mutual understanding and cooperation in the field of adult education. The document was signed with the assistance and mediation of People’s Deputy of Ukraine Yulia Hryshina, Director of the Ukrainian Association of Adult Education Mykyta Andreev, and Director of the DVV International Representative Office in Ukraine Oleg Smirnov.
Lviv Oblast was and remains a leading center for the development of adult education in Ukraine. And after the adoption in the first reading of the draft law “On Adult Education”, which took place at the beginning of this year, the local authorities decided to make changes to the Education Development Strategy of the Lviv Region. Therefore, in the future, the centers of learning and education of adults based on libraries, numerous institutions of non-formal education, as well as other institutions of professional development or retraining will gain even more support.
The memorandum on mutual understanding and cooperation in the field of adult education aims to contribute to the formation in Ukrainian society of an understanding of the value of adult education throughout life, to increase the awareness of citizens about the importance of adult education for improving the quality of life and development of communities, as well as to increase and realize the potential of organizations working in this area.
The key areas of cooperation of the participants are that they:
- unite their efforts to create opportunities for the participation of the adult population in non-formal education through educational programs and events;
- contribute to increasing the level of awareness of the population about the value and necessity of the development of adult education;
- if necessary, organize and conduct joint events: round tables, briefings, trainings, seminars, conferences, educational programs, informational and educational campaigns, etc.
The cooperation of the parties will contribute to the formation of public support for lifelong education, the exchange of experience in the field of adult education, the development of civil society, as well as the expansion of access to adult education for all population groups, in particular socially vulnerable. Such cooperation will also be a catalyst for meeting the educational needs of citizens, taking into account current demands in the labor market.
